The NCDC's Developer Request for Proposals (RFP) was originally released on a competitive and time-lined basis in January 2007. Since that time, the competition was finalized and a developer had been chosen. Subsequently, that chosen developer decided to withdraw from consideration. The NCDC is now accepting proposals on a rolling basis, however the RFP terms still apply as guidelines for prospective developers.
